Special Agent Al Samuels of The NOAA Office for Law Enforcement on Guam inspecting shark fin DNA samples from the shark fins confiscated from the first US convictions for illegal shark fin trafficking, Apra Harbor, Guam, USA - Crew members of a Japanese-flagged fishing vessel illegally offloaded approximately 520 pieces of shark fins from their fishing vessel while in Apra Harbor, Guam on July 13, 2004. With their guilty pleas, two crew members admitted that they attempted to smuggle the shark fins out of the port in Guam in an attempt to transport the shark fins to the Philippines where they would be sold. The Port Authority of Guam Police Department discovered the shark fins inside a pickup truck and refused to give a clearance for the driver to leave the port. The convictions took place in Sept. 2004.
